Cannot display the web page error when clicking some links in plug-in help

In Eclipse, Visual Studio, and Klocwork Static Code Analysis Desktop, if you are not connected to the internet, clicking on some links in the help will return a "Cannot display the web page" error. To reduce the size of the help file, not all help pages are packaged with these tools.

Workaround: Connect to the internet to view these pages on the web site.
